NegotiationsAt the August 28, 2002, contract negotiation meeting between OCEA and the District, OCEA declared the negotiation to be at impasse. This declaration means the process of selecting an arbitrator for binding third-party arbitration has begun.
The last best offer from the District was below the minimum acceptable to the negotiation team, and the District felt our last offer was more than the District can afford. The two sides will meet again if either sides analysis of the finances involved shows room for movement. Otherwise, a mutually selected third-party arbitrator will decide which offer is the more reasonable.

As most of you know, our Financial Vice President Steve Fargan left CCSD to teach in Yerington. This move left this office vacant. As per OCEA bylaws, the Executive Board selected a replacement to serve out the term. Shawn Schneider, a special education teacher at CHS, was voted into office by the Executive Board at the September 12 meeting.
Shawn is also the chairperson of the OCEA Membership Committee and organizer of the Celebrate Education Fair.
Steve will continue to maintain OCEAs web page and run our ski discount program from afar. We wish Steve all the best at his new school and Shawn good luck in taking on the duties of financial vp.

Stacie Wilke, currently a member of the CCSD Board of Trustees, is running for Assembly District 40, the seat vacated by Bonnie Parnell. Stacie has been endorsed by NSEA, and OCEA pledged $1,000 to her campaign at the September 12 board meeting.
All campaign contributions come from the OCEA TIP (Together in Politics) account. This is a separate account maintained by donations from members. By federal law, no dues money can be used for political contribution.
In order to be endorsed by NSEA, Wilke had to pledge to work to raise the per pupil amount in Nevada to the national average and to stabilize the revenue structure for the state. She was the only candidate running for AD 40 to make such a pledge.
If you live in AD 40, please consider posting a yard sign for Wilke on your property. She also needs volunteers to walk door-to-door in neighborhoods to talk to people about her candidacy. If teachers will not actively show support for educational issues, how can we expect the general public to support them?

Last year OCEA purchased a new computer for Association business. The old computer is no longer being used; therefore, it is now available to the highest bidder via a silent auction. Submit bids for the computer to the email address below. At the October 17 Executive Board Meeting, Building Representatives will be told the current highest bid. Bids will then be taken until the end of the quarter. No bids will be accepted after 12:00 noon on Friday, November 1. The winning bid will be announced in the second quarter edition of Quest. The money collected for the computer will be deposited in the OCEA-TIP account.
